ANALYSIS OF THE BENEFICIARIES OF 4P’s IN ECHAGUE, ISABELA
INTRODUCTION:
The conditional cash transfer
(CCT) program locally known as Pantawid
Pamilya Pilipino Program, or 4Ps, is a government program that
provides conditional cash grants to the poorest of the poor in the Philippines.
The program aims to break the cycle of poverty by keeping children aged 0-18
healthy and in school, so they can have a better future.
The program is implemented by
the Department of Social Welfare and
Development, with the Department of Health, the Department of
Education and the National Economic and Development Authority as partners.
Households receive cash grants if
children stay in school and get regular health check-ups, have their growth
monitored, and receive vaccines. Pregnant women must get pre-natal care, with
their births attended to by professional health workers. Parents or guardians
are required to participate in monthly community-based Family Development
Sessions to learn about positive child discipline, disaster preparedness, and
women’s rights.
Beneficiaries are objectively
selected through the National
Household Targeting System, also known as Listahanan, which
is based from a survey of the physical structure of their houses, the number of
rooms and occupants, their access to running water, and other factors affecting
their living conditions.
The program has one of the most
comprehensive poverty targeting databases in the world today, covering 75% of
the country’s population. It has been used extensively to identify poor and
near-poor beneficiaries for national and local government programs.
Started in 2007, the government
expanded the program in December 2016 to reach a total of 20 million Filipinos
belonging to 4.4 million households. The program benefits about 20% of the
population, the majority of the nation’s poor.
9 million children are currently
benefiting from the program, 1.9 million of which are in high school. The
program has also achieved almost universal enrollment for elementary age
children of 4Ps households.
Social protection programs,
Pantawid included, have cushioned the poor from the adverse impacts of various
shocks the country experienced over the past six years. A study estimates
that the program has led to a poverty reduction of 1.4 percentage points per
year or 1.5 million less poor Filipinos.
The 4Ps is currently the world’s
fourth-largest CCT program based on population coverage. It complements the
government’s other development priorities such as generating jobs and creating
livelihood opportunities for the poor.

Bill No. 33 – Pantawid Pamilya Pilipino Program (4Ps)
An
act to reduce chronic poverty and promote human capital development in the
country through the institutionalization of the Pantawid Pamilyang Pilipino Program
(4ps).
ISSUES:
Echague has 1,929 household
beneficiaries of the Pantawid
Pamilya Pilipino Program (4Ps). Given the total number
of families in Echague, Isabela. 4p’s is unfair in the list of beneficiaries,
which makes them obvious on what they called “Potential beneficiaries”. It was
unfair in the case of the poorest of the poor. Why? In the first place, were going to asked where
they gathered the potential families that are 4P’s beneficiaries. To these
potential beneficiaries, are all of them belonging to the poverty-line? What if
they are remove from the category of (CODE 14 no 0-18 years old, CODE 15 no
eligible for CVS Monitoring, UNALLOCATED, DUPLICATE, and WAIDED) they are still
the poorest of the poor. Therefore, if there is a question from their
gathering, there must be a question into conclusion that they are the poorest
of the poor. While the 4Ps program has achieved positive and
negative results, the government will need longer-term data to determine if the
program has made a difference in bootstrapping beneficiaries out of poverty.
DATA OF RESOLUTION:
January
2012 since the 4P’s started at Echague, Isabela. 2,223 persons are potentials
to become a 4P’s member. Since 2012 the ACTIVE 4P’s beneficiaries is 2,223 now it
has 1,929 persons because of CODE 14 (no 0-18 years old, Certified by RPMO) 145
of them are no 0-18 years old, CODE 15 (no eligible for CVS Monitoring) 112 of
them has no eligibility for the CVS training, 29 UNALLOCATED, 1 DUPLICATE, and 17 was WAIDED.
POSSIBLE ACTIONS:
Echague, Isabela
is one of the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).
The possible actions is to disseminate the information about the concept of 4p’s.
The DSWD will still have to validate this figure
by meeting with the families. Further assessment will be undertaken to ensure
that appropriate interventions will be developed to sustain their improved
status. Assessment is done through actual visitation and conduct of
interview by DSWD’s field workers, municipal / city links, community
empowerment facilitators and project development officers.
The
Pantawid Pamilyang Pilipino Program (4Ps) is a human development measure of the
national government that provides conditional cash grants to the poorest of the
poor, to improve the health, nutrition, and the education of children aged
0-18. It is patterned after the conditional cash transfer (CCT) schemes in
Latin American and African countries, which have lifted millions of people
around the world from poverty.
The Pantawid Pamilyang
Pilipino Program (4Ps) is a poverty reduction program of the government being
implemented by the DSWD. The program is a mode to counteract poverty that
enables beneficiaries to improve their lives by complying with certain
conditionalities of the program like on the areas of health, education and
family development sessions.
The
Department of Social Welfare and Development (DSWD) 2 that Isabela towns will benefit from the expanded Pantawid
Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and
Development (DSWD).
Echague,
Isabela has 1,929 beneficiaries of 4p’s before it was 2,223 because of the of
